Capitol and National Business Solutions, LLC (CNBS) established in 2021, provides domestic and international consulting and business solutions, specifically relating to Operations and Maintenance needs for our clients. CNBS leadership has over 30+ years’ experience in winning and expanding contracts with key government agencies and multilateral institutions, including the Department of State, USAID, the World Bank, and others. Our senior executive-level management team has experience with projects in mission critical environments, including Russian Federation and other Republics of the Former Soviet Union, the People’s Republic of China, Iraq, Afghanistan, the Middle East, Vietnam, Indonesia, Africa, and Haiti.

CNBS offers a diverse portfolio of Operations and Maintenance (O&M) Support to meet the needs of Government and private-sector customers. We leverage our experience to provide our customers with the best possible pricing and high quality service on all projects we perform. Our senior management team has more than 30+ years of facility maintenance, repair, renovation and development experience, primarily serving the U.S. Government. We have competence working “turn-around” situations where contracts have experienced difficulties under previous managements and require substantial re-orientation domestically and/or in countries with extremely difficult operating environments, including war zones such as Iraq and Afghanistan. We are confident in our ability to execute high volume projects requiring a large number of highly skilled professionals (up to 900) - a mix of U.S citizens with Top Secret Clearances (AN/TS), and Third Country Nationals (TCNs). Our distinct specialization in O&M services support includes managers, IT technicians, electricians, HVAC specialists, carpenters, plumbers, para-clerical staff, quality-control personnel, maintenance technicians and custodians.

Ms. Yelena Raben, the founder of the company and CEO, has served as Vice President/Client Executive to State Department O&M Contracts in various locations around the globe. She was responsible for ensuring excellent performance and acting as liaison between the contractor on-site and Department of State officials in Washington, DC and abroad. Yelena received her Juris Doctorate from the Moscow Law Institute in Moscow, Russia.

Notable Projects that our Executive Team has Participated in:

US Embassies O&M Support in Iraq/Baghdad (above $350M), Afghanistan/Kabul (above $250M,) Russia/Moscow, China/Beijing, 

Vietnam/Hanoi & CHMC, Hong Kong and Belgium/Brussels (above $ 55M)

The purpose of all these contracts were to provide technical and administrative employees to perform various duties in support of certain US Embassies and consulates in Europe, Asia and middle East.

 

Services included a broad range of operations, maintenance, repair and custodial duties and other related functions required to service the physical plant. Building Operation and Maintenance Support that included the labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide required preventative maintenance and repair services.

 

Additional staff functions, including administrative, para-professional and clerical duties, performed in support of the overall

mission of the posts.
